DEML water rates increase

Dear Neighbours:

Please be reminded that DEML has submitted a request to the OUR for an increase of our water rates.  We have been invited to a Public Consultation scheduled for Sunday, September 4, 2011, at a venue to be determined.  However, prior to this session, the executives of the Citizens Associations of the three affected communities (Morris Meadows, Portmore Country Club and Caribbean Estate),  thought it best to meet prior to September 4th, so as to have a coordinated response to the request.  Our first meeting was last evening at Caribbean Estates.  Coming out of said meeting however, it was established that each respective community would need to carefully review their individual Licensing Agreements given that despite the numerous similarities, we were also able to identify some clear differences among the agreements.  

Most evident was the fact that the current rate of $83. 78 per 1000lts paid by the residents of Morris Meadows is significantly higher than the $71.77 charged to the other two communities.  As a community, we will thus need to conduct a comparative analysis to determine the basis of this substantial difference in rates. 

Additionally, according to the licensing agreement the sole basis on which a rate review can be granted/denied is the company’s overall service performance.  I have thus attached a copy of the document.  I am thus requesting that residents concerned about the cost of water ensure that they;
1.   Make the time to carefully review and understand the documents
2.   Determine whether /or not we can objectively argue that DEML has breach either the overall standards or the guaranteed standards.
3.    breaches
4.   Communicate concerns/views before our next Scheduled meeting on August 20.
Please be mindful of the fact that the issue of affordability may not be a major consideration for the OUR.  Therefore, kindly go through the document and allow reason and logic to sway our arguments.  History has proven that emotional arguments, including the rates of delinquency within the community will not significantly counter DEML's argument for an increase.

  6. Grenada (Block F): 1st. Sunday following the Exec. meeting
  7. St. Martin (Block G): The 2nd Sunday of every month
  8. Trinidad (Block H): The last Sunday of every month
